Did you include teams with office? I imagine teams needs to see outlook installed to install all the bits it needs for integration. Another option might be to include office as a prerequiste layer when creating a teams layer.

I did try all of those options. It appears the issue was that we had installed the bit version of Teams with one of the recent updates, but Office was still at bit.
